Strategy executive chairman Michael Saylor and Blockstream CEO Adam Back have renewed their opposition to BIP-110, a Bitcoin Improvement Proposal that would temporarily restrict non-monetary transactions on the network. The proposal was introduced in December 2025 and is intended to reduce Ordinals inscriptions and other arbitrary data that supporters say can crowd the blockchain and distract from Bitcoin’s role as a peer-to-peer payment system.
Saylor argued on X that there are far more serious risks to Bitcoin than so-called spam, and said the proposal could interfere with normal transactions. Back also rejected the idea, describing it as an attempt to control how other people use the network. He said Bitcoin’s decentralized design should prevent one group from imposing its preferences on everyone else.
Low activity, but debate continues
The disagreement is unfolding even as Ordinals usage has fallen sharply from its peak. According to the report, fewer than 10,000 Ordinals have been inscribed per day over the past month, compared with more than 400,000 at the height of the trend in August 2023. That decline has not ended the broader policy fight over how Bitcoin should handle non-monetary data.
BIP-110 remains a difficult path to approval. The proposal would need support from 55% of validating Bitcoin nodes during a block period to activate, and the most recent period cited in the report showed only 1% of blocks signaling support. Proponents, including pseudonymous developer Dathon Ohm and Ocean protocol founder Luke Dashjr, argue that Ordinals-related congestion is a serious problem and say the temporary one-year fork would not amount to a lasting disruption or a chain split.
